An equal number of cell phones, batteries, and Bluetooth headsets in the same container, but not packaged for retail sale, are not to be classified as a “retail set†according to this CBP internal advice ruling.
According to the ruling, the headsets should be classified separately because “they do not contribute to the operation to the mobile phone handsets.â€
