CFIA – Alternative Service Delivery for the Testing of Grain Exports

Please be advised that the REGAL program: Alternative Service Delivery for the Testing of Grain Exports for Phytosanitary Certification will be delivered on a voluntary basis and is expected to be implemented in fall 2017.

  • Industry members exporting grain crops of all kinds to India and China will be allowed to have their shipments tested by authorized laboratories.
  • A similar arrangement will be launched with a single company exporting to Mexico.
  • The CFIA will authorize laboratories interested in offering the service.
  • Authorized laboratories will be able to test grain shipments for weed seeds, percent soil and/or live insects as determined by the importing country.
  • The CFIA will continue to offer tests for weed seeds, percent soil and/or live insects during the initial phase of the REGAL program.

The CFIA expects to be able to begin authorizing interested laboratories and offer the service to industry in fall 2017. CFIA staff and industry stakeholders will be notified with details of the launch date once laboratories have begun to be authorized.
