Tribunal Initiates Final Injury Inquiry—Steel Strapping from China, South Korea, Türkiye and Vietnam

On September 17, 2025,  the Canadian International Trade Tribunal initiated an inquiry to determine whether the dumping of steel strapping, originating in or exported from the People’s Republic of China, the Republic of Türkiye, the Republic of Korea, and the Socialist Republic of Vietnam, and the subsidizing of the above mentioned goods from the People’s Republic of China have caused injury or retardation or are threatening to cause injury. This final injury inquiry was initiated further to a notice received from the Canada Border Services Agency stating that preliminary determinations had been made respecting the dumping and subsidizing of the above-mentioned goods.

On January 14, 2026, the Tribunal will determine whether the dumping and subsidizing have caused injury or retardation or are threatening to cause injury to the domestic industry.

Notice of final decisions: Polyethylene Terephthalate Resin 2 (PETR2 2025 IN)

On September 15, 2025, pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) made final determinations of dumping with respect to polyethylene terephthalate (PET) resin originating in or exported from the People’s Republic of China (China) and the Islamic Republic of Pakistan (Pakistan), and of subsidizing of PET resin originating in or exported from China.

The subject goods are usually classified under the tariff classification numbers:

3907.61.00.00, 3907.69.00.10, 3907.69.00.80, and 3907.69.00.90

Notice of preliminary determinations: Steel Strapping (SS 2025 IN)

On September 16, 2025, the Canada Border Services Agency (CBSA), pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), made preliminary determinations of dumping respecting steel strapping originating in or exported from the People’s Republic of China (China), the Republic of Korea (South Korea), the Republic of Türkiye (Türkiye) and the Socialist Republic of Vietnam (Vietnam), and the subsidizing of steel strapping originating in or exported from China.

The subject goods are usually imported under the following tariff classification numbers:

7212.20.00.30, 7212.30.00.10, 7212.30.00.30, 7212.40.00.10, 7212.40.00.29, 7212.40.00.90, 7212.50.00.50, 7212.60.00.00, 7217.10.00.55, 7217.20.00.10, 7217.30.00.10, 7226.99.00.93, 7312.90.00.00, and 7326.20.00.00

Provisional duties will now be payable on the subject goods, that are released from the CBSA on or after September 16, 2025.
