Tribunal Initiates Final Injury Inquiry—Cast Iron Soil Pipe from China
On October 10, 2025, the Canadian International Trade Tribunal initiated an inquiry to determine whether the dumping and subsidizing of cast iron soil pipe, originating in or exported from the People’s Republic of China, have caused injury or retardation or are threatening to cause injury. This final injury inquiry was initiated further to a notice received from the Canada Border Services Agency stating that preliminary determinations had been made respecting the dumping and subsidizing of the above-mentioned goods.
On February 6, 2026, the Tribunal will determine whether the dumping and subsidizing have caused injury or retardation or are threatening to cause injury to the domestic industry.
Notice of initiation of expiry review investigation: Oil Country Tubular Goods 1 (OCTG1 2025 ER)
On October 10, 2025, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on December 10, 2020, in Expiry Review No. RR-2019-005, of the dumping and subsidizing of certain oil country tubular goods from China (Subject Goods).
As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than March 9, 2025, and will issue a Statement of Reasons by March 24, 2026.
On October 15, 2025, the Canada Border Services Agency (CBSA) announced that it is initiating investigations to determine whether certain thermoformed molded fibre tableware from China is being sold at unfair prices in Canada (dumping) and/or is being subsidized, following a complaint filed by CKF Inc.
The CITT will begin a preliminary inquiry and will issue a decision by December 15, 2025. Concurrently, the CBSA will investigate and will make a preliminary decision by January 13, 2026.
