This notice provides information on the application of the Steel Goods and Aluminum Goods Surtax Order, specifically regarding surtax provisions effective July 31, 2025, on certain steel goods melted and poured in China and certain aluminum goods smelted and cast in China.
This updated notice provides clarifications in paragraph 11.
11. For goods with an importation date of September 22, 2025 onwards, commercial invoices and reports will no longer be acceptable for the purposes of demonstrating COM or CSC, as provided for in the Steel Goods and Aluminum Goods Surtax Order. The date that goods were reported at their First Point of Arrival (FPOA) in Canada to the CBSA may be used to demonstrate importation date, unless there is evidence that the goods were imported on a different date. Examples of documents that may be helpful in demonstrating the date of importation include Reported Notices and cargo control documents.
