Global Affairs Canada has opened the application period for the 2026-2027 dairy year tariff rate quotas (TRQs), starting May 1, 2026, and with a deadline of June 15, 2026.
The technical policy changes for the CPTPP dairy TRQs include:
moving the return date to May 1 (from August 1) for calendar year TRQs and to December 1 (from March 1) for dairy year TRQs;
establishing a processing timeframe for the reallocation of returns;
introducing a chronic return penalty;
undertaking greater scrutiny of certain allocation transfer requests (see section 5.1 of the General information page);
introducing an underfill mechanism for TRQs that exhibit a utilization rate of less than 60% for three consecutive years (see section 6 of the General information page); and
publishing additional aggregate TRQ data and TRQ utilization by CPTPP Party.
