Anti-Dumping Duties

Seamless Casing – Notice of Initiation of Expiry Review Investigation

The Canadian International Trade Tribunal (CITT) initiated an expiry review concerning the dumping and subsidizing of certain seamless casing originating in or exported from the People’s Republic of China.

As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.  The CBSA will make a determination no later than June 21, 2018, and will issue a Statement of Reasons by July 6, 2018.

The subject goods are seamless carbon or alloy steel oil and gas well casing, whether plain end, bevelled, threaded or threaded and coupled, heat-treated or non-heat-treated, meeting American Petroleum Institute (API) specification 5CT, with an outside diameter not exceeding 11.75 inches (298.5 mm), in all grades, including proprietary grades, originating in or exported from the People’s Republic of China.

 

Steel Piling Pipe – Expiry Review Decision

The Canadian International Trade Tribunal (CITT), initiated an expiry review concerning the dumping and subsidizing of certain steel piling pipe originating in or exported from the People’s Republic of China (China).

The Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The investigation has now been completed and the CBSA has determined that the expiry of the finding:

is likely to result in the continuation or resumption of dumping of such goods originating in or exported from China; and
is likely to result in the continuation or resumption of subsidizing of such goods originating in or exported from China.

A Statement of Reasons that contains additional details concerning the determination made by the CBSA will be issued within 15 days. The Statement of Reasons will be posted on the CBSA website.

The CITT will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and has announced that it will issue its decision no later than July 4, 2018.

Copper Pipe Fittings – Notice of Preliminary Determinations

The Canada Border Services Agency (CBSA) made preliminary determinations of dumping and subsidizing with respect to certain copper pipe fittings originating in or exported from the Socialist Republic of Vietnam.

The subject goods are usually classified under the following tariff classification numbers:

7412.10.00.19
7412.10.00.90
7412.20.00.11
7412.20.00.12
7412.20.00.19
7412.20.00.90

Note that the tariff classification numbers are for convenience of reference only. Refer to the product definition for authoritative details regarding the subject goods.

Provisional duties will now be payable on the subject goods that are released from customs on or after January 25, 2018.

Additional information about the investigations will be available in a Statement of Reasons that will be available within 15 days on the CBSA website.
