U.S. Customs and Border Protection (CBP) announced in a recent CSMS message that, effective July 7, 2026, warehouse entry types 21 and 22 will no longer be accepted on a CAPE Declaration.
Key points:
- Warehouse entries accepted on a CAPE Declaration between April 20, 2026, and July 6, 2026, that do not have a corresponding warehouse withdrawal will not liquidate with a refund of IEEPA duties.
- Warehouse withdrawals will continue to be accepted on CAPE Declarations when IEEPA duties were paid at the time of withdrawal.
Importers utilizing CAPE Declarations in conjunction with warehouse entries should review any impacted transactions and ensure compliance with the revised CBP requirements prior to the July 7 implementation date.
