Guidance Issued on Updated Section 232 Duties

U.S. Customs and Border Protection (CBP) has issued CSMS #68855869 providing implementation guidance for updates under Proclamation 11032, “Further Adjusting the Tariff Regimes for Imports of Aluminum, Steel, and Copper Into the United States.”

The proclamation expands the scope of Section 232 duties to include additional metal derivative products while also reducing applicable Section 232 duty rates on certain other derivatives. In addition, the guidance outlines changes to content reporting requirements for derivative steel articles from Canada and Mexico that are eligible for preferential treatment under the USMCA. These changes became effective June 8, 2026.

The CSMS message also includes a supplemental Word document identifying the Chapter 1–97 HTS classifications associated with each applicable Chapter 99 tariff provision.
