U.S. Customs and Border Protection (CBP) has issued guidance under CSMS #69395344 regarding the implementation of the proclamation, Adjusting Imports of Pharmaceuticals and Pharmaceutical Ingredients Into the United States. Effective July 31, 2026, importers of products classified under the affected Harmonized Tariff Schedule of the United States (HTSUS) provisions in Chapters 29 and 30 are required to report the applicable Chapter 99 HTSUS classification when filing entries with CBP. The guidance outlines the reporting requirements and supporting procedures necessary for compliance with the proclamation.
