Changes have been made to the Order Amending the Surtax on Imports of Certain Steel Goods Remission Order, 2025 that could impact your Canadian imports related to tariff rate quota (TRQ) applicable to imports of certain steel mill products.
The Government of Canada established tariff-rate quotas (TRQs), for the imports of certain steel mill products. A surtax of 50 per cent applies to imports that exceed the allocated TRQs to address the risk of trade diversion stemming from global excess capacity in steel supply and the restrictive trade measures taken by the United States (U.S.). Importers must be in possession of an import permit issued by Global Affairs Canada to avoid surtaxes being assessed.
Remission is available related to certain steel goods in short supply or not available from production in Canada.
The Order Amending the Surtax on Imports of Certain Steel Goods Remission Order, 2025 (made under the Customs Tariff) WILL BE UPDATED and published in the Canada Gazette (Part II) May 06, 2026.
Remission is case sensitive and granted to qualifying goods imported into Canada on or after August 01, 2025, where no additional claim for relief has been made, and claims for remission are made within two years after the date of importation.
The original list of goods subject to remission relief included: Hollow Structural Sections, Line Pipe, Steel Billets and Blooms, and Steel Plate.
The expanded list of goods subject to remission relief includes Carbon Steel Ingots, Coated Steel Sheet, Cold Finished Bars, Cold-rolled Sheet, Hollow Structural Sections, Hot-Rolled Bar, Large Diameter Line Pipe, Line Pipe, Oil Country Tubular Goods, Pre-Painted, Rebar, Standard Pipe, Steel Billets and Blooms, Steel Plate, Steel Wire, and Structural Steel.
Overview of the Order
The Remission Order provides relief from surtax payments at the time of importation or the retroactive refund of surtaxes already paid.
- Schedule (column 1 and column 2): Products listed here are eligible for remission for any importer imported into Canada on or after August 01, 2025.
- claim for remission to the Minister of Public Safety and Emergency Preparedness must e made within two years after the date of importation of the goods.
Special authorization code 25-0976A is to be entered for goods that are considered in transit on or before August 1, 2025, and imported on or after August 1, 2025.
Special authorization code 25-0976A01 is to be entered for goods that are considered in transit on or before December 26, 2025 and after August 1, 2025, and imported on or after December 26, 2025.
Special authorization code 25-0976B is to be entered for goods of a class set out in column 1 of the schedule to the Order that meets the description set out in column 2.
