- Status: CBSA has launched an expiry review investigation to evaluate whether removing current anti-dumping and countervailing duties on refined sugar would lead to a continuation or resumption of dumping.
- Key Date: A final decision from the CBSA is expected by November 27, 2026.
- Wheat Gluten (WG2 2026 IN) – New Dumping Investigation
- Status: A formal anti-dumping investigation has been initiated regarding imports of wheat gluten originating in or exported from Italy, Poland, and the United Kingdom.
2. Completed Expiry Review Findings
- Photovoltaic Modules and Laminates (SML 2026 ER)
- Decision: The CBSA has concluded its expiry review investigation and determined that allowing the current trade orders to expire would likely result in the continuation or resumption of both dumping and subsidizing of these solar products originating in or exported from China.
- Next Steps: The matter now moves to the Canadian International Trade Tribunal (CITT) for its injury inquiry.
3. Timeline Extensions Issued
- Decorative and Non-Structural Plywood (DONP2 2026 IN) – Preliminary Phase Extended
- Status: Due to the complexity of the case, the CBSA has extended the preliminary phase of the dumping and subsidy investigations into decorative and other non-structural plywood exported from China.
- Key Date: The preliminary determination or decision to terminate will now be issued on or before August 24, 2026. A revised investigation schedule is currently available.
- Small and Large Power Transformers (SLPT 2026 UP1) – Administrative Review Extended
- Status: The CBSA has extended the conclusion timeline for the administrative review of small and large power transformers exported from South Korea (by Iljin Electric Co., Ltd.) and small power transformers exported from Chinese Taipei / Taiwan (by Shihlin Electric & Engineering Corporation).
