CAPE for IEEPA Refunds

U.S. Customs and Border Protection (CBP) has announced that Phase 1 of the Consolidated Administration and Processing of Entries (CAPE) tool will be deployed in ACE on April 20, 2026. This initial release introduces new functionality to support the submission of IEEPA duty refund requests.

Through the new CAPE tab in the ACE Portal, the Importer of Record (IOR) or the customs broker who filed the entry on the IOR’s behalf will be able to upload a CSV file to initiate refund requests. This enhancement is intended to streamline processing and centralize refund administration within ACE.

Additional details on CAPE functionality and future phases are expected as CBP continues to expand the tool’s capabilities.
