U.S. Customs and Border Protection (CBP) has temporarily delayed the deployment of CAPE Phase 3, which is intended to process finally liquidated entries filed by plaintiffs where the Court has ordered reliquidation.
According to the declaration of Brandon Lord, the delay is necessary to implement additional system validations that will ensure no duty adjustments are made to finally liquidated entries beyond those associated with authorized IEEPA duty refunds.
