CN 17-33, Publication of Memorandum D17-5-1 on Payment of Duties and Taxes on Imported Commercial Goods

1. This Customs Notice is to advise customs brokers and importers that the Canada Border Services Agency (CBSA) has recently issued a new D-Memorandum on Payment of Duties and Taxes on Imported Commercial Goods introducing new payment policies related to payments of statement of account. Some of those new policies were introduced starting on February 25, 2017 while the remaining ones will be introduced as per the following timeframes.

2. Effective January 24, 2018, payments over $50,000 will be accepted electronically only. [paragraph 22]

3. Effective January 24, 2018, payment must be received by the CBSA by 16:00 HRS Eastern Time on the payment due date. [paragraph 19]

4. Effective January 24, 2018, payment will be accepted in Canadian currency only [paragraph 28] AND payments in cash and travelers’ cheques will no longer be accepted [paragraph 26].

5. Effective January 24, 2018, payment will be accepted by bank remittance process with Financial Institutions in pre-approved circumstances only. [paragraph 27]

6. Please note that timeframes for points 2 to 5 above may be extended depending on the readiness of the Financial Institutions to accommodate electronic payments. Another Customs Notice will be issued should those timeframes be extended.
