Last week, President Trump signed the Omnibus Spending Bill. This bill includes a provision to renew Generalized System of Preferences (“GSPâ€) benefits retroactive to December 31, 2017, when the program last expired. GSP is now authorized through December 31, 2020. The trade is now awaiting details for the timeline of refund processing for entries made with the special program indicator ‘A.’ Last time GSP renewed retroactively, CBP posted the deadline for refunds claims as 180 days. This would set the tentative new deadline as September 2018.
