U.S. Customs and Border Protection (CBP) has issued CSMS #69440938 announcing the August 1, 2026 Harmonized System Update (HSU). The update includes several tariff and regulatory reporting changes, including the implementation of the Section 232 pharmaceutical duty reduction for imports from the United Kingdom, reducing the applicable duty rate from 10% to 0% under HTSUS 9903.04.63.
The HSU also introduces updates to Partner Government Agency (PGA) reporting requirements, including PGA message flagging for two HTS classifications under heading 2103, FDA flagging requirements for two HTS classifications under subheading 8419.40, and an additional PGA flag change for HTSUS 2941.90.5030.
Importers should review these changes to ensure proper classification, duty assessment, and regulatory reporting compliance.
