U.S. Customs and Border Protection (CBP) has issued updated guidance under CSMS #70054007 regarding the application of Section 232 duties on imports of pharmaceutical products and pharmaceutical ingredients into the United States.
The guidance includes a list of affected pharmaceutical HTS classifications and provides implementation details for the additional duties.
Key Dates:
- Additional duties became effective for products of companies listed in Annex III of the Proclamation that were entered for consumption, or withdrawn from warehouse for consumption, on or after July 31, 2026, at 12:01 a.m. ET.
- For products of all other companies, the additional duties took effect on entries made on or after September 29, 2026, at 12:01 a.m. ET.
Importers should review the affected HTS classifications and ensure compliance with the new reporting and duty requirements.
