Implementation of an Aluminum Import Monitoring Regime and Strengthening of the Current Steel Import Monitoring Regime

General Import Permits (GIPs) No. 80 – Carbon steel, No. 81 – Specialty Steel Products, and No. 83 – Aluminum Products

This message pertains to imports of certain aluminum products which will be covered by a new aluminum import monitoring regime conducted through the addition of certain aluminum products to the Import Control List (ICL) as item 83 and the issuance of GIP No. 83 for these products and to imports of certain steel goods imported under the authority of GIPs No. 80 and 81.

The purpose of this message is to inform importers that a new Notice to Importers has been published reflecting the amendments to the ICL and the issuance of GIP No. 83, for certain aluminum products, effective September 1, 2019.

The aluminum import monitoring program does not limit the quantity of aluminum products that may be imported into Canada.  This Notice applies to all aluminum products imported under the authority of GIP No. 83.  This Notice will remain in effect, unless superseded by a further Notice or otherwise repealed.

The new Notice also contains information on the terms, conditions and importer obligations when utilizing the new GIP No. 83. The new Notice, serial no. 969, may be found on the website of Global Affairs Canada by clicking on the following link.

Only Canadian residents may utilize the GIPs.   Failure to cite the required GIP or not complying with the terms and conditions of the Permit may lead to the levying of penalties by the Canada Border Services Agency (CBSA) under the Administrative Monetary Penalty System

Aluminum Products Subject to the Aluminum Import Monitoring Program

Moreover, a new Notice to Importers has also been published to reflect amendments to steel GIPs No. 80 and 81. The new Notice also contains information on the terms, conditions and importer obligations when utilizing these GIPs. The new Notice, serial no. 970, may be found on the website of Global Affairs Canada by clicking on the following link.

The use of GIP Nos. 80 and 81 now includes certain reporting requirements on importers, if requested by Global Affairs Canada. The purpose of these obligations is to facilitate the collection of import data, by requiring importers to provide, upon request, documents and records for the purpose of identifying any errors in import data and determining the source of any inconsistencies in a targeted manner
